Served as Lecturer in the English Department in Cotton College, Guwahati.
Joined and served American Standard Vacuum Oil Co., later turned ESSO-Standard Oil Co., in Bombay in 1961 as Marketing Manager and worked there for full seven years, co-ordinating Petroleum products distribution networks in northern and eastern India from Trombay, Vizag, Barauni, Noonmati, Digboi Refineries and Budge - Budge Sea Terminal and other Company Inland Product Terminals.
Established a Degree College in Guwahati City known as Guwahati College as its founder Principal in 1968-69.
Joined Guwahati High Court Bar in November 1969 and practiced there as well as in the Supreme Court of India as an Advocate till 1991. Professionally served as Government Advocate for the States of Assam, Tripura, Arunachal Pradesh and Mizorum in the Guwahati High Court.

Political Activities

Joined the Indian National Congress Party as a Student Leader in 1955.
Held various Party posts at District and State Levels at different times including General Secretaryship and Vice-Presidentship of Assam Pradesh Congress Committee from 1982-1990.
Had been chosen to lead a composite 28-member FSU (Friends of Soviet Union) Delegation composed of participants from Assam, Andhra Pradesh and Tamil Nadu to Moscow, Tasjkent, Alma Atta, Kiev, Sochi, Leningrad, etc. in the Soviet Republics in 1989.

Career in Parliamentary Politics

| While working as the General Secretary of Assam PCC, Mr. Devanand Konwar was responsible along with the then PCC President, Late H.N.Talukdar, for holding General Election in Assam in 1983 in the face of stiff and violent opposition to and boycott of the election by other political parties and AASU agitationists. Mr. Konwar participated in that election as INC candidate and got elected to Assam Assembly from 103-Sibsagar LAC.
After the Vithalbhai Patel House Convention of the Congress on 1st and 2nd January, 1978, which was attended by Mr. Devanand Konwar along with few others and where Congress (I) came into being, the Congress Party had been divided into Congress (R) and Congress (I). In 1978 General Election in Assam, instead of contesting as a candidate, Mr. Devanand Konwar was entrusted with the responsibility of running the Assam State Congress (I) election office at Guwahati co-ordinating the election campaign works throughout the State of Assam
Won the Lok Sabha seat from 107-Thowra LAC and was subsequently inducted in Hiteswar Saikia Govt. in Assam in 1991 as as a Cabinet Minister and looked after Revenue, Power, Law and Municipal Administration Department.
Won the Lok Sabha seat from 107-Thowra LAC again in 1996 elections.
Won the Lok Sabha seat from 107-Thowra LAC even in 2001 general elections and under the Tarun Gagoi Govt., was given the responsibility as the Cabinet Minister for Finance, Revenue and Power Department. During 2003, he was entrusted additional responsibility of Law and Legislative Affairs Departments.
Worked as AICC Observer in the Assembly elections in Tripura, Manipur, Nagaland, Mizorum and Meghalaya during 2004.
In 2005, Mr. Devanand Konwar was appointed by AICC as APRO for the State of Orissa along with Syed Sibte Razi earlier and then with Smt. Urmila Singh.
Was appointed as AICC Observer for Arunachal Pradesh in 2009 and helped in regaining both Lok Sabha seats from the BJP there.
